The Texas A&M UniversitySystem ( A&M System ) is seeking responses to its Request for Proposals ( RFP )from qualified vendors ( Respondent ) licensed to operate in the state of Texasto provide a Supplemental Prescription Drug Savings Program ( PDSP ) for theplan year beginning September 1, 2024. The A&M System desires proposalsthat represent the best combination of quality and cost. It is the intent of the A&MSystem to establish a services agreement ( Agreement ) with one vendor to meetthese needs. The resultant Agreement will be between the selected vendor andthe A&M System.

Background
The Texas A&M University System (A&M System) is one of the largest systems of higher education in the nation, with a budget of $7.3 billion. It operates through a network of 11 universities and various state agencies, educating over 157,000 students annually.

The A&M System is seeking proposals from qualified vendors to provide a Supplemental Prescription Drug Savings Program (PDSP) for the plan year beginning September 1, 2024. The goal is to establish a services agreement with one vendor that offers the best combination of quality and cost.

Work Details
The selected vendor will be responsible for:
1. Providing benefit contracts and management agreements as required by state and federal statutes.
2. Creating communication materials for program explanation, subject to A&M System's approval.
3. Delivering monthly, quarterly, and annual management reports on utilization and member satisfaction.
4. Facilitating file transfers with the A&M System’s pharmacy benefit manager.
5. Conducting outreach to physicians and employees regarding the program.
6. Reducing pharmacy drug spend without altering benefits or plan designs, ensuring no additional prior authorization or step therapy components are introduced.
7. Supplying all necessary hardware and software to meet RFP requirements.

Period of Performance
The initial term of the agreement is anticipated to be three years, starting from September 1, 2024, with an option to renew for an additional three years upon mutual agreement.

Place of Performance
The services will be performed in Texas as the vendor must be licensed to operate within the state.
