Background
The City of Garland is soliciting proposals for Post In-line Inspection Validations for the GP&L Ray Olinger Power Plant located in Nevada, Texas. This contract aims to provide an integrity assessment of Garland Power and Light’s (GP&L) 16-inch natural gas transmission line, which has undergone cleaning and in-line inspection activities that require validation. Work Details

2. Locating and exposing the pipeline and surrounding utilities using hand digging or soft dig methods.
3. Excavating at each predetermined anomaly until adequate pipeline exposure is achieved.
4. Conducting a pre-media blast inspection of the pipeline and coating to determine feasibility for media blasting.
5. Performing A-scan ultrasonic thickness measurements and manual pit depth measurements at anomaly locations.
6. Analyzing discovered conditions, remaining life calculations, and process evaluations.
7. Media blasting and preparing pipe for coating application.
8. Backfilling exposed piping once coating has cured and testing ensures no holidays are present.
9. Restoring the site to its original condition.
10. Providing a bell hole inspection report detailing findings, GPS coordinates, repair recommendations, A-Scan data, calculated anomaly operating pressures (CAOP), and photographs.
Period of Performance
The contract will commence upon approval from the Garland City Council and issuance of a purchase order by the City of Garland. The contractor must have approved insurance documents on file before starting any work.

The work will be performed at the GP&L Ray Olinger Power Plant located at 13835 County Road 489, Nevada, TX 75173.
