Background
The City of Waco, Texas, is a full-service city in McLennan County. This Request for Proposals (RFP) is issued to identify a qualified partner for the software and implementation of a comprehensive Point-of-Sale (POS) system. The City departments utilize various POS systems, with Vermont Systems RecTrac being the primary system supporting internal and community-facing processes. The project aims to assess available POS solutions to better meet the needs of multiple departments, including Parks and Recreation and Cameron Park Zoo.
Work Details
The selected vendor will provide a cloud-based POS solution that includes software, hardware requirements, implementation, project management, managed services, and other technology services. The scope includes:
- Core point of sale functionality
- General and technical requirements
- Activity and program management
- Admissions, ticketing, and event management
- Customer management
- Member management
- Facility and event management
- League and camp management
- Merchandise and inventory management
- Passes and memberships
- Fundraising and donation management. Additionally, bidders must propose solutions for concessions and golf point-of-sale systems as well as provide ongoing support services including training, security design, testing, and documentation development.
Period of Performance
The contract period will commence upon award in January 2026 following the evaluation process which spans from October to December 2025.
Place of Performance
The services will be performed within the City of Waco, Texas.
Bidder Requirements
Bidders must have implemented similar software solutions for organizations of comparable size within the last five years. They are required to submit a signed proposal by an authorized company officer along with various forms including a Business Identification Form, Conflict of Interest Questionnaire, and Certification Regarding Debarment. Proposals must comply with all mandatory CORE scope requirements outlined in the RFP.
