Background
The Leander Independent School District (LISD) is seeking proposals for Pharmacy Benefit Manager (PBM) services and other pharmacy-related point solutions, including alternate funding programs. LISD operates a self-funded medical plan with a carved-out pharmacy benefit manager and has retained a Benefits Consultant for the plans involved in this RFP. The district is not looking for brokerage or consulting services, and proposals from such firms will not be considered.
The goal of this contract is to provide effective pharmacy management solutions that align closely with the current plan design and formulary.
Work Details
The awarded contractor will provide PBM services and may include additional pharmacy-related solutions on a stand-alone or combined basis. Proposals must include at least one option that closely matches the current plan design and formulary. LISD reserves the right to modify plan options annually.
Proposal pricing should not depend on the number of available plan options or medical TPA partnerships. Current plans include PPO 1500, HDHP 1700, HDHP 3400, EPO 1000, and EPO 5000, all managed by BlueCross BlueShield of Texas or Healthcare Highways. The current Pharmacy Benefits Manager is Prime Therapeutics.
Period of Performance
The initial term of the contract will be from January 1, 2027, to December 31, 2027, with an option for up to four additional one-year renewals.

Services will be performed in Leander, Texas.
Bidder Requirements
Vendors must complete and submit a PBM Questionnaire as part of their proposal response. They are also required to provide proof of insurance coverage including Workers’ Compensation and Comprehensive Liability Insurance with specified minimum limits. Vendors must comply with Texas Education Association rules and submit a completed W-9 form along with their proposal.
