Background
The Health and Human Services Commission (HHSC) is seeking sealed proposals from eligible pharmaceutical wholesalers to establish a contract for the fulfillment of pharmaceuticals and other items primarily through their Group Purchasing Organization Contract. This contract aims to support HHSC, the Department of State Health Services (DSHS), and Other Eligible Participants’ healthcare programs. The primary focus is on purchasing pharmaceuticals, with other items being secondary and optional.

Work Details
The awarded contractor will provide wholesale Pharmaceutical Products and Services to support various programs operated by System Agencies’ healthcare programs. The contractor must ensure timely delivery of Pharmaceutical Products to any added program or facility within sixty (60) business days from notification.

The contract includes maintaining an online catalog with current GPO-contract and PHS-eligible pricing, ensuring system security, conducting disaster recovery tests, and providing accurate pricing without hidden fees. The contractor must also comply with the Drug Supply Chain Security Act (DSCSA) and maintain confidentiality regarding pricing agreements.

Period of Performance
The initial term of the contract will be three (3) years, with options for two (2) one-year renewal periods at the discretion of the System Agency.

Place of Performance
Services will be provided to various locations across Texas as specified in the solicitation, including but not limited to facilities in Austin, Lubbock, Harlingen, and San Antonio.

Bidder Requirements
Respondents must execute Exhibit A, HHS Solicitation Affirmations Version 2.7, and provide all required documentation. The contractor must maintain TX-RAMP Level 2 Certification if utilizing a SaaS solution for the online catalog.

Additionally, compliance with HUB Subcontracting Plan requirements is necessary for contracts valued at $100,000 or more.
