Pest Control Services at Richmond State Supported Living Center

Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for Pest Control Services at the Richmond State Supported Living Center, located at 2100 Preston St, Richmond TX 77469. Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.

Work Details
The required services include monthly and as-needed pest control services (interior and exterior) at the Richmond State Supported Living Center. The contractor must be a licensed Certified Commercial Applicator with the Texas Department of Agriculture for at least the last 24 months. The facility consists of 48 buildings totaling 506,677 square feet, with pest control services covering both interior spaces and the surrounding 240 acres. Emergency services must be available 24/7.

All pest control chemicals must adhere to manufacturer specifications, and certain chemicals like Thallium-Sulfate are prohibited. Monthly services include treatment for various pests such as roaches, ants, fleas, and stinging insects. As-needed services cover inspections for stagnant water, treatment for bed bugs and wood-destroying insects, and removal of nuisance wildlife. Reports detailing service performed must be submitted within one business day after each service.

The anticipated contract start date is September 1, 2025.

Bidder Requirements
Bidders must have a minimum of three years relevant experience in pest control services and provide verifiable references. All personnel assigned must be trained with at least three years of relevant experience. Bidders must also comply with background check requirements for all personnel assigned to perform services.
