Background
The City of Laredo is seeking qualified firms to provide professional services for the design and construction of a pedestrian bridge connecting Father McNaboe Park to Barbara Fasken Recreational Center. This project aims to enhance pedestrian safety, improve recreational access in District VII, and ensure ADA-compliant connectivity. The facilities serve a diverse community, offering various recreational and educational programs, but currently lack safe and direct pedestrian routes.
Work Details
The scope of work includes:
- Design and construction of a pedestrian bridge over an existing creek.
- Objectives include encouraging walking, improving safety for all ages, enhancing visual identity, integrating with surrounding facilities, ensuring ADA compliance, and delivering a cost-effective solution.
- Specific tasks include site evaluation, survey coordination, environmental considerations, utility coordination, preliminary cost estimating, development of conceptual alternatives, stakeholder coordination, structural design (including civil and hydraulic aspects), compliance reviews (ADA and code), construction documents preparation, lighting and safety integration, final cost estimates, and phasing recommendations.
Period of Performance
The contract period will be determined after the selection of the most qualified firm/team. The anticipated timeline includes RFQ due date on February 12, 2026; City Council selection in March 2026; and award in April 2026.

The project will be performed in Laredo, Texas specifically between Father McNaboe Park and Barbara Fasken Recreational Center.
Bidder Requirements
Firms must be registered or licensed with the Texas Board of Professional Engineers or Texas Board of Architectural Examiners as applicable. A Professional Engineer or Registered Architect must sign off on the work. At least 80% of the contracted work must be performed by the provider's own workforce. Joint ventures are allowed but must clearly identify all parties involved.
