Description

Background
The City of Sugar Land is seeking contractor services for street pavement marking work within its city limits. The goal of this contract is to ensure proper application and removal of various types of pavement markings, including paint and thermoplastic markings, as well as raised pavement markers. This initiative aligns with the city's commitment to maintaining safe and clearly marked roadways for its residents.

Work Details
The contractor will provide the following services:
- Application and/or removal of paint pavement markings, thermoplastic pavement markings, and raised pavement markers.
- Compliance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD) and the City’s Construction Details and Specifications.
- Setting up traffic control for work zones according to TMUTCD standards.
- Daily communication with the City’s Signs Supervisor before starting work and upon completion each day.
- Removal of incorrectly applied markings at no additional cost if they do not meet city standards.
- Surface preparation will not be paid directly but is included in bid items. Water blasting is required, with a mobilization fee applicable only when an approved vehicle is mobilized for a work order. Public Works inspectors will conduct inspections, and invoices must detail dates, locations, and quantities for each completed work order.

Period of Performance
The contract will commence upon execution by both parties and continue until September 30, 2026, with automatic annual renewals unless notice is given 30 days prior to expiration.

Bidder Requirements
Bidders must submit a Bid Bond equal to 5% of the total bid amount. A performance bond and payment bond are required at 100% of the contract award amount if awarded. Bidders must also comply with insurance requirements that include naming the City as an additional insured and providing a waiver of subrogation.
