Part Time Forensic Psychology Services, El Paso Psychiatric Center

Background
The Texas Health and Human Services Commission (HHSC) is seeking competitive bids to establish contracts for part-time forensic psychology services at the El Paso Psychiatric Center. The goal of this contract is to evaluate referred forensic patients for competency to stand trial and assess their risk for future violence. Both HHSC and the Department of State Health Services (DSHS) will be entitled to utilize any contract awarded as a result of this Invitation for Bids (IFB).

Work Details
The contractor will provide part-time forensic psychology services, which include:

1) Evaluating referred forensic patients regarding their competency to stand trial and providing an accurate written report in the form of a letter for the court and a report for Avatar CWS (Clinicians Work Station).

2) Evaluating referred forensic patients regarding risk for future violence and factors relevant to transitioning to treatment in less restrictive settings, also providing an accurate written report for Avatar CWS.

The contractor shall use the Clinical Method to identify risk and protective factors, with possible use of Empirical or Theoretical methods upon prior approval from the HHS Designated Representative. Risk assessment tools may include PCL-R, LSI, Static-99, VRAG-R, HCR-20, and SVR-20. Up to twice annually, a sample of contractor competency evaluations will be selected for peer review to ensure compliance with state policies and standards.

Period of Performance
The anticipated contract start date is upon award. Services are expected to be performed Monday through Friday between 9 a.m. and 8 p.m. Central Time, with assessments completed within 2 business days of notification and final reports submitted within 10 business days.

Place of Performance
Services will primarily be performed at the El Paso Psychiatric Center located at 4615 Alameda Ave., El Paso, TX 79905. The contractor may also conduct web-based visits when in-person evaluations are not necessary.
