On-Site Visit
HHSC will conduct two (2) mandatory on-site visits at the location specified below on the date and time identified in the Procurement Schedule (cover page of this IFB) or on the date and time established in subsequent Addenda.
The on-site visit will include a review of the IFB requirements as well as a walk-through of the facility.
Attendance is mandatory. Failure to attend in person will result in the disqualification of a Bidder. Bidders not listed on the attendance log will not be permitted to submit a Response.

Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for overhead doors, garage door operators, fire doors, smoke barriers, and fire barriers preventative maintenance (PM) and repairs for facility maintenance on an as-needed basis throughout the fiscal year for Austin State Hospital (ASH). Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.
Work Details
The required services include:
1. **Door and Operator Preventative Maintenance (PM)**:
- Perform PM on eighteen (18) total overhead doors, garage doors, and operators with a nineteen (19) point maintenance and safety inspection.
- Servicing includes inspection, tightening, lubrication, and adjustment of limit switches, belts, brakes, clutches, sprockets, etc.
- A detailed PM checklist shall be completed for each door opening.
2. **Counter Shutter PM**:
- Perform PM on twenty-one (21) counter shutters with similar inspection protocols as above.
3. **Dock Leveler PM**:
- Perform PM on three (3) dock levelers with a twenty-one (21) point maintenance inspection including cleaning and lubrication of various components.
4. **Drive-In Freezer Door PM**:
- Perform PM on one (1) high-performance door with a seventeen (17) point inspection covering all operational components.
5. **Annual Fire Door Drop Test Certification**:
- Conduct inspections and certifications on four (4) fire doors per NFPA 80 requirements.
6. **Fire Barrier PM**:
- Inspect 194 fire barriers for damage and ensure penetrations are sealed properly.
7. **Smoke Barrier PM**:
- Inspect 776 smoke barriers for breaches or deterioration ensuring compliance with fire codes.
Period of Performance
The contract will be performed throughout the fiscal year starting from September 1, 2025.

Bidder Requirements
Bidders must have at least three years of relevant experience in providing similar services. All personnel assigned must also have a minimum of three years' relevant experience. Background checks are required for all personnel before they can begin work at the facility.
