Overhead Distribution Electrical Services

Background
The City of Austin is issuing a Request for Proposals (RFP 1100 LLM3007) for Overhead Distribution Electrical Services to support Austin Energy’s electric distribution infrastructure. The goal of this contract is to provide staff augmentation for routine and emergency electric distribution service and maintenance work, ensuring the reliability and efficiency of the city's electric services.

Work Details
The contractor will be responsible for providing staff augmentation services that include but are not limited to: performing routine maintenance on overhead electrical distribution systems, responding to emergency service requests, and ensuring compliance with safety regulations.

The contractor must demonstrate a comprehensive understanding of the requirements outlined in the Scope of Work, including safety programs, OSHA compliance, and effective project management. Specific tasks may involve storm restoration events and emergency response needs as described in the solicitation.

Period of Performance
The contract will commence upon award and is expected to continue until April 28, 2026, with specific timelines for deliverables as outlined in the proposal submissions.

Place of Performance
Services will be performed primarily at Austin Energy Headquarters located at 4815 Mueller Blvd, Austin, TX 78723. There may also be potential work across various locations within the City of Austin's electric distribution network.

Bidder Requirements
Offerors must comply with the City’s Minority-owned Business Enterprise (MBE) and Women-owned Business Enterprise (WBE) Procurement Program. This includes submitting an MBE/WBE Compliance Plan and demonstrating Good Faith Efforts if project goals are not met.

Offerors must also provide proof of OSHA training compliance and maintain a safety program that meets or exceeds city standards. Additionally, a Bid Bond of $10 million is required along with a Performance Bond and Payment Bond upon contract award.
