Outside Legal Counsel for Immigration Matters

Background
The Health and Human Services Commission (HHSC) is seeking qualified law firms to provide legal representation, advice, and assistance in immigration and employment law matters for the HHS System Agencies, including HHSC and the Department of State Health Services (DSHS).

This Request for Qualifications (RFQ) aims to establish a contract with Outside Counsel specializing in immigration law to ensure compliance with legal requirements related to hiring non-naturalized citizens.

Work Details
The Contractor will provide specialized legal services including:
1. Petitioning for nonimmigrant visas and processing related matters.
2. Advising on hiring medical students on J-1 exchange visitor visas or contracting them for medical services.
3. Petitioning for employer-sponsored permanent residence.
4. Representing the System Agency before the Department of Labor regarding labor condition applications and certifications.
5. Interacting with U.S. Citizenship and Immigration Services and the U.S. Department of Labor on behalf of the System Agency.

Contractor requirements include:
- Seven years of experience in immigration and employment law or equivalent management experience in a relevant law firm.
- All attorneys must be licensed to practice law in the U.S. and maintain good standing throughout the contract term.
- The Lead Attorney must have at least five years of experience representing state agencies in immigration matters and be located in Austin, Texas.

Period of Performance
The initial term of the contract will be from September 1, 2025, through August 31, 2027, with potential extensions as necessary.

Place of Performance
Services will be provided throughout Texas, with potential travel required within the state.
