Background
The Texas Department of Criminal Justice (TDCJ) is seeking proposals for Outpatient Substance Use Treatment Services statewide. The goal of this contract is to provide substance use treatment services and aftercare for clients released from the Substance Abuse Felony Punishment Facility (SAFPF) and In-Prison Therapeutic Community (IPTC) Programs. This initiative aims to support the rehabilitation and reintegration of individuals into society following their release from correctional facilities.
Work Details
The contractor will be responsible for the operation and management of Community-Based Outpatient Programs for Therapeutic Community (TC) Substance Use Treatment and Substance Abuse Counseling Program (SACP). Specific services include:
1. Phase I-B/4C Adult Supportive Outpatient - Treatment for adults who completed IPTC or SAFPF.
2. Phase II Adult Supportive Outpatient - Treatment for adults who completed Phase I Supportive Residential or Phase I-B/4C Supportive Outpatient.
3. TC Intensive Outpatient Relapse - Treatment for adults who have relapsed after previous TC services.
4. SACP Level II Outpatient - Treatment for adults participating in SACP who have relapsed.
The contractor must also ensure compliance with all applicable local, state, and federal laws, including maintaining an HHSC Facility license.
Period of Performance
The contract will commence on January 1, 2026, with a base period running until August 31, 2026, followed by potential option periods extending through August 31, 2029.
Place of Performance
Services will be provided at designated Community Outpatient Facilities throughout the State of Texas.
