Background
The City of Kyle, Texas, located in Hays County near Austin, is issuing a request for proposals (RFP) for the design, procurement, installation, acceptance testing, and ongoing maintenance of a turnkey Outdoor Warning Siren (OWS) system.
The system aims to provide public emergency notifications using a single all-hazards alert tone.
The City does not currently own or operate an OWS system and seeks to implement a new system using a phased approach that supports cost-effective expansion.

Work Details
The contract includes the following key requirements:
1. Installation of up to eight new outdoor warning sirens at designated sites.
2. Use of City-identified primary and alternate OWS sites ensuring service and accessibility.
3. Inclusion of one system control point at the Kyle Emergency Management office.
4. Integration with the National Weather Service (NWS) for polygon-based alerting (IPAWS).
5. Integration with Hays County’s Everbridge network.
6. Generation of a single-tone warning signal from the sirens, which may be mechanical or electronic and must be battery-powered with solar charging capabilities.
7. Fixed pricing for additional siren sites for three years and a one-year all-inclusive warranty followed by five years of maintenance pricing.
8. Direct-burial concrete poles preferred for siren installation, with a height of 40 feet.

Period of Performance
The project will be executed in phases as determined by the City, with specific timelines established upon contract award.

Place of Performance
The installation will take place in various locations throughout the City of Kyle, Texas, as identified in Appendix A of the RFP.

Bidder Requirements
Respondents must have at least five years of experience in similar projects and provide evidence of competency in performing the required work.
They must also comply with applicable standards from organizations such as ANSI, NEMA, EIA, TIA, NEC, IEEE, FCC, UL, ASTM, NFPA, OSHA, and FEMA guidelines.
