Opex Falcon V+ Scanner

Background
The Texas Comptroller of Public Accounts (CPA), an agency of the State of Texas, issues this Request for Offers (RFO) to solicit Offers from qualified vendors for one Opex Falcon V+ Scanner with Control Unit and Full Service Maintenance.

The CPA is responsible for operating and maintaining statewide financial accounting systems, state tax administration and collection systems, treasury operations, and statewide enterprise resource planning. The functionality of the scanners is critical to the Enterprise Content Management System (ECMS) utilized by CPA, which processed over 450,000 tax returns and millions of document images in fiscal 2024.

This RFO aims to replace an Opex 7200 scanner used for Disaster Recovery with a Falcon V+ operating under Windows 11.

Work Details
The contract requires the delivery of one Opex Falcon V+ Scanner with Control Unit and Full Service Maintenance. The Successful Respondent must provide:
1. Full Service Maintenance Services for the Equipment, including any embedded or licensed Software.
2. Delivery and Installation of the Equipment with updated Windows 11 Operating System and all Opex software loaded and configured.
3. Testing and Acceptance procedures including unpacking, inspecting, verifying correct part numbers, power-up testing, configuration, and providing a signed 'In Production and Acceptance' certificate.
4. Preventative Maintenance and Remedial Maintenance as part of Full Service Maintenance Services.
5. A toll-free support line for repair requests and a Support Call Center adequately staffed to meet service levels.

Period of Performance
The initial contract term is from September 1, 2025 to August 31, 2026, with optional extensions through August 31, 2029.

Place of Performance
The equipment will be delivered to LBJ State Office Building at 111 E. 17th Street, Austin, Texas.

Bidder Requirements
Respondents must submit offers electronically via email by May 20, 2025; late offers will not be considered. Successful Respondents must provide proof of OEM warranty entitlement for the Equipment included in the contract.
