Background
The City of Lubbock is seeking proposals for the Operations and Maintenance of the Baggage Handling System (BHS) at Lubbock Preston Smith International Airport. The goal is to ensure safe, effective, and efficient transport and delivery of airline baggage while maintaining the system's operational integrity. The selected contractor will be responsible for comprehensive management and maintenance services for both inbound and outbound baggage handling systems.
Work Details
The contractor will provide all necessary labor, materials, expertise, supervision, equipment, and training to perform operations and maintenance services for the BHS. Responsibilities include:
1. Transporting outbound airline checked baggage through TSA screening processes to final delivery points.
2. Managing inbound baggage delivery onto slope-plate carousel claim devices.
3. Performing preventative, predictive, corrective maintenance on all mechanical, electrical, electronic systems 24/7.
4. Continuous monitoring and system management.
5. Parts management in coordination with the airport.
6. Providing qualified staff including supervisory support and skilled technicians.
7. Developing an end-user training program for airport personnel.
8. Maintaining a computerized maintenance management system (CMMS) for scheduling work orders and inventory reporting.
Period of Performance
The contract will be for a term of one year with options for two additional one-year extensions upon mutual agreement.

Bidder Requirements
Offerors must demonstrate experience in managing similar operations and maintenance contracts. They must also comply with insurance requirements including general liability insurance of $1 million per occurrence, automobile liability insurance of $1 million combined single limit, and workers' compensation insurance at statutory limits. Additionally, contractors must not be on any federal debarment lists.
