Operation & Management of City of Abilene Municipal Golf Course

Background
The City of Abilene is seeking proposals from qualified firms to manage, operate, and maintain the Abilene Municipal Golf Course, also known as Maxwell Golf Course. Established in 1921 and acquired by the City in 1948, this historic golf course spans approximately 200.43 acres and includes various facilities such as a clubhouse, pro shop, and maintenance buildings.

The goal of this contract is to enhance public use of the golf course while ensuring high-quality service and maintenance without incurring costs for the City.

Work Details
The selected operator will be responsible for managing all golf course operations including:
- Pro shop services
- Starter and marshal services
- Food and beverage offerings
- Tournaments, instruction, and special events
- Maintaining landscape and hardscape
- Implementing capital improvement projects at no cost to the City
- Employing a PGA/LPGA Class 'A' Professional for at least 40 hours per week
- Utilizing appropriate equipment for turf maintenance
- Providing food and beverage concessionaire services
- Ensuring compliance with food safety regulations
- Obtaining necessary licenses
- Purchasing merchandise for the pro shop
- Providing golf carts for rental
- Developing golf instruction programs
- Maintaining relationships with community groups
- Managing all related facilities including restrooms and maintenance buildings
- Collecting fees and taxes
- Maintaining financial records for auditing purposes
- Marketing the course effectively.

Period of Performance
The contract term is a minimum of five years with options to extend.

Place of Performance
The contract will be performed at the Abilene Municipal Golf Course located in Abilene, Texas.

Bidder Requirements
Proposers must demonstrate experience in similar projects, provide a comprehensive breakdown of operational costs, include references from municipalities where similar services were provided in the last three years, show financial stability through audited financial statements or equivalent documentation, and comply with local preference policies as outlined by City of Abilene Resolution 72-2017.
