The Board is seeking proposals from qualified and eligible independent contractors for the management of Workforce Centers, including satellite offices, and the Child Care Tele-Center serving Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River, and Titus counties.

Background
The Northeast Texas Workforce Development Board, also known as Workforce Solutions Northeast Texas, is seeking proposals from qualified independent contractors for the management of Workforce Centers and the Child Care Tele-Center. This initiative serves Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River, and Titus counties. The Board's mission is to provide employers with workforce support to benefit the local economy while ensuring continuous quality improvement in service delivery.

Work Details
The contractor will manage Workforce Centers and satellite offices, providing services under various workforce programs including:
- Workforce Innovation Opportunity Act (WIOA) for Adults, Dislocated Workers, and Youth
- Rapid Response Activities
- Reemployment Services and Eligibility Assessment (RESEA)
- Wagner-Peyser Employment Services (ES)
- Temporary Assistance to Needy Families/Choices (TANF/Choices)
- Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T)
- Trade Adjustment Assistance (TAA)
- Child Care Development Funds (CCDF), which includes partially-subsidized direct care and quality improvement activities.

Services include outreach and recruitment of customers, job matching and referral services, career counseling, eligibility determination for funded programs, development of individual employment plans, job search assistance, and coordination of child care services. The contractor must implement a tiered customer-driven service delivery strategy ranging from self-service to staff-assisted services.

Period of Performance
The contract will begin on October 1, 2025, with an initial term of twelve months. The Board may extend the contract annually for up to four additional one-year periods based on performance evaluations.

Place of Performance
The services will be performed at various locations in Northeast Texas including Texarkana Workforce Center & Child Care Tele-Center in Texarkana; Workforce Center in Mt Pleasant; Workforce Center in Paris; and Workforce Center in Sulphur Springs.
