Background
The City of Hutto, a home-rule municipality in Texas, is seeking proposals from qualified vendors to establish and operate an on-demand public transportation rideshare program. This initiative aims to address the growing mobility needs of the city's residents and visitors due to rapid population growth.

The current lack of a fixed-route transit system necessitates a flexible, technology-driven solution that can enhance first-mile and last-mile connectivity while providing equitable access to transportation for various community members, including working adults, seniors, individuals with disabilities, and youth.

Work Details
The selected vendor will be responsible for deploying an integrated technology platform for rideshare services, managing daily operations, providing or coordinating vehicles, and delivering performance data and reporting to city staff. Key components of the service include:
- Comprehensive on-demand rideshare services within defined service boundaries.
- Technology integration for trip requests and dispatch.
- Dynamic routing capabilities.
- Coordination with regional transit options.
- Marketing strategies to promote program awareness and ridership adoption.

Period of Performance
The contract will be effective for two years from the date of execution, with options for two additional one-year renewals.

Services will be performed within the City of Hutto, Texas.

Bidder Requirements
Bidders must provide a bid security amounting to 5% of the total bid in the form of a certified check or acceptable bid bond. Proposals must demonstrate compliance with all applicable federal, state, and local regulations. Vendors should have experience operating similar rideshare programs and must submit references along with their proposal.
