Background
El Paso Water (EPWater) is seeking Statements of Qualifications (SOQ) from interested firms to provide On-Call Construction Management Services for various water, wastewater, reclaimed water, and stormwater construction projects.
The agency aims to enhance project efficiency while ensuring compliance with utility practices and accreditation standards.
These projects are part of the FY2026/2027 capital improvements program and may include additional projects identified throughout the year.
Work Details
The selected consultants will provide a range of construction management services, including but not limited to:
- Design services such as cost estimates, value engineering, review of building systems, constructability reviews, life cycle cost considerations, and assessments.
- Bidding assistance including stimulating bid interest, pre-qualifying bids/proposals, evaluating qualifications and financial capability of bidders, assisting with pre-purchase of long lead materials, and conducting pre-bid/pre-proposal meetings.
- Construction and inspection services involving Resident Project Representative (RPR) services for projects within El Paso corporate limits. This includes defining roles during construction, coordinating contractor work without interference, conducting meetings with stakeholders, establishing utility shutdown notification procedures, coordinating testing and inspections, producing monthly cost reports, managing change orders and submittals, monitoring safety programs, and preparing final close-out reports.
Projects may involve various infrastructure components such as transmission mains, treatment plants, drainage systems, flood control measures, and structural rehabilitation.
Period of Performance
The contract will be effective for three (3) years from the date of contract award. Multiple task orders may be issued during this period with a total task order amount limited to $1,500,000.
Place of Performance
The work will primarily take place within the City of El Paso corporate limits.
Bidder Requirements
Firms must include at least one licensed professional engineer registered in Texas and a construction manager with a minimum of five years' experience in construction management functions.
Additionally, qualified Resident Project Representatives (RPRs) must be included in the team to observe and inspect work performed for El Paso Water.
