Description

The Texas Comptroller of PublicAccounts (CPA), on behalf of the Texas Opioid Abatement Fund Council, issuesthis Notice of Funding Availability and Request for Applications (NOFA) to solicit applicationsfor Community-based Opioid Recovery Effort (CORE) Grants as described inSection III of the NOFA. The purpose of this NOFA is to solicit grant applicationsand award grant funds to Grant Applicants to perform evidence-based opioidabatement strategy projects in their communities.


Background
The Texas Comptroller of Public Accounts (CPA), on behalf of the Texas Opioid Abatement Fund Council (OAFC), issues this Notice of Funding Availability and Request for Applications (NOFA) to solicit applications for Community-based Opioid Recovery Effort (CORE) Grants.

The purpose of this NOFA is to award grant funds to applicants for evidence-based opioid abatement strategy projects in their communities. The OAFC was created by the Texas Legislature to allocate funds recovered from opioid settlement agreements to remediate the opioid crisis in Texas, ensuring efficient and cost-effective methods are used in regions experiencing opioid-related harms.

Work Details
Grant recipients will deliver evidence-based community-based opioid recovery efforts, including tracking and reporting completion of work and objectives.

Projects must implement approved strategies outlined in Appendix A, such as increasing distribution of Medication-Assisted Treatment (MAT), providing treatment and recovery support services, expanding services for pregnant women with Opioid Use Disorder (OUD), and supporting individuals transitioning out of the criminal justice system.

Eligible activities include providing comprehensive wrap-around services, expanding treatment options, and conducting public education campaigns related to opioid misuse.

Period of Performance
The expected grant term is one year, commencing on or prior to 30 calendar days after the Effective Date, which is anticipated to be around July-August 2025 following the application deadline on May 29, 2025.

Place of Performance
The geographic location for performance includes various regions across Texas as defined by the Regional Healthcare Partnership (RHP) regions outlined in Appendix C.

Bidder Requirements
Eligible applicants must engage in business in Texas with a physical address within the RHP region or provide services within that region.

Applicants cannot be involved in ongoing opioid abatement litigation against the State of Texas or have received negative compliance findings on previous grants. Additionally, applicants must comply with all applicable state and federal laws, including insurance requirements such as Worker’s Compensation Insurance and Commercial Automobile Liability Insurance.
