Description

The purpose ofthis Notice of Funding Availability (NOFA) is to solicit applications and grantaward funds for statewide K-12 Opioid Use Prevention and Awareness programming. Proposed projects underthis notice must be designed to deliver, upon completion, evidence-basedprograms and materials that build awareness for Texas K-12 students aboutopioids, including opioid and drug identification, the dangers of misuse, andprevention strategies. Services are to be offered at no cost to the recipientand tailored to meet community demand based on a required needs assessment.Proposals may include multiple components including the specific activitiesdescribed in section III.D. The goal is to reduce the overall instances ofopioid related harm among Texas students.


Background
The Texas Comptroller of Public Accounts, on behalf of the Texas Opioid Abatement Fund Council (OAFC), issues this Notice of Funding Availability (NOFA) to solicit applications for K-12 Opioid Prevention Education.

The OAFC was created by the Texas Legislature to allocate funds recovered from opioid settlement agreements to address the opioid crisis in Texas. This NOFA aims to fund evidence-based programs that educate K-12 students about opioids, their dangers, and prevention strategies, with a goal of reducing opioid-related harm among students.

Work Details
The successful applicant will deliver evidence-based opioid use prevention and education programs to Texas K-12 students. Key activities include:

- Conducting a needs assessment to identify high-need populations.
- Providing tailored interventions for at-risk students.
- Adapting existing evidence-based programs for cultural relevance.
- Promoting community engagement and public awareness about opioid dangers.
- Managing a self-funded website for communication and program promotion.
- Conducting program evaluations to measure effectiveness.

Programs must meet specific educational requirements and be provided at no cost to recipients.

Period of Performance
The expected term of the Grant Agreement is an initial three-year period with one two-year renewal option, totaling up to five years. No additional funding will be available for renewal or extension periods.

Place of Performance
The contract will be performed statewide in Texas, targeting K-12 students across various regions.
