Background
The City of Georgetown is issuing this Request for Proposals (RFP) No. 202626 to select a qualified Construction Manager at Risk (CMAR) for the construction of the Northlands Water Reclamation Facility. The selected CMAR will collaborate with City staff and the project engineer, Freese and Nichols, Inc., to ensure an efficient design and construction delivery process.
The project aims to establish a new wastewater treatment facility that will initially treat between 1.5 to 3.0 million gallons per day, with future capacity expansion planned up to 16 million gallons per day.
Work Details
The scope of work includes Pre-Construction Services, Procurement Services, and Construction Support Services as detailed in Attachments A and B of the RFP. Key deliverables include:
- 30% Design Deliverable by June 2026
- 60% Design Deliverable by September 2026
- Early Works Package #1 Design Completion (Site Work, Off-Site Utilities) by October 2026
- Early Works Package #2 Design Completion (Long-lead equipment) by November/December 2026
- 90% Design Deliverable by February 2027
- Balance of Plant Design Completion by March 2027.
The CMAR is also responsible for obtaining all necessary permits prior to beginning any work.
Period of Performance
The contract requires Final Completion of the Project no later than October 1, 2030. Offerors are encouraged to propose interim deadlines for completion of preconstruction phases and other milestones necessary for project completion.
Place of Performance
The Northlands Water Reclamation Facility will be located at approximately 31801 Ronald Reagan Blvd, Georgetown, TX 78633, with additional work at the Cowan Creek Lift Station located at 217 Martingale St, Georgetown, TX 78633.
