Texas Commission on Environmental Quality (TCEQ) invites grant applications from eligible applicants under the Texas Emissions Reduction Plan (TERP) through the FY2025 New Technology Implementation Grant (NTIG) Program Request for Grant Applications (RFGA). The NTIG program includes Electricity Storage, New Technology, and Oil & Gas related projects. The primary objective of the NTIG program is to offset the incremental cost of emissions reductions of pollutants from facilities and other stationary sources in Texas. TCEQ will reimburse up to 50% of allowable, eligible project costs. Grant awards will be made on a competitive basis.

Background
The Texas Commission on Environmental Quality (TCEQ) is inviting grant applications under the Texas Emissions Reduction Plan (TERP) through the FY2025 New Technology Implementation Grant (NTIG) Program.

The NTIG program aims to support projects related to Electricity Storage, New Technology, and Oil & Gas, with the primary objective of offsetting the incremental costs associated with emissions reductions from stationary sources in Texas.

TCEQ will reimburse up to 50% of eligible project costs on a competitive basis.

Work Details
Eligible applicants must prepare a project proposal using TCEQ Application Form 20686.

The proposal must include a project summary, goals and objectives aligned with NTIG program goals, documentation of ownership and operational control of the electricity storage project and renewable energy source, details on making stored energy available during peak usage, technology capabilities for emissions reduction, and descriptions of technologies to be implemented including labor and major equipment.

Applicants must also address safety plans, environmental impacts, compliance with regulations, qualifications and experience of key personnel, financial stability, subcontractor details if applicable, and a detailed implementation plan outlining tasks such as securing rights to location, obtaining necessary authorizations, site preparation, equipment purchase and installation, testing final design, reporting during implementation and operation periods.

Period of Performance
The program opens on October 31, 2024, with an application submission deadline of January 7, 2025.

The implementation period includes detailed quarterly progress reports during the project duration and annual operation reports for five years following completion.

Place of Performance
The geographic location for performance is expected to be within Texas where the projects will be executed.
