New Parking Structure and Ground Transportation Center (GTC)

Background
The San Antonio International Airport has experienced significant growth in traveler numbers, achieving record passenger traffic in 2023. In response to this increase and the construction of a new terminal, the airport plans to develop an upgraded Parking Garage and Ground Transportation Center (GTC) to accommodate approximately 2,500 vehicles. This development aims to enhance services for taxis, rideshares, hotel shuttles, and public transportation. The GTC will reduce curbside congestion by redirecting traffic away from the loop roadway, improving overall efficiency.

Work Details
The contract involves the construction of a New Parking Structure and GTC facility that will centralize airport passenger access to various ground transportation options. Key components include:

- **Architectural and Structural Design:** New entry plaza with dedicated short-term and long-term parking, access to existing or future exit toll plaza, concrete post-tension or pre-cast concrete structure, conditioned lobby with future pathway provisions, approximately 5-6 elevated levels developed by a Design-Build team, vertical circulation core (elevators/stairs), vertical circulation ramping for entry/exit requirements, parking geometrics and pavement markings, signage/wayfinding.

- **Mechanical, Electrical and Plumbing Design:** Utility connections/improvements, HVAC systems (chilled water system), building automation/energy management, air filtration & distribution, provisions for future eVTOL operations, electrical service including meters and submetering, emergency generator installations, EV chargers & future provisions.

- **Technology:** Security technologies including Parking Access and Revenue Control System (PARCS), Advanced Parking Guidance System (APGS), digital signage, IT communications requirements.

Proposed early work packages include civil demolition and utility relocations; early foundation work; early procurement for switchgear and other long lead items. The total estimated contract amount is not to exceed $110 million.

Period of Performance
The project timeline includes several key dates: RFQ responses are due by January 7, 2025; evaluation of RFQ submissions is scheduled for February 7, 2025; proposal due date is March 11, 2025; with anticipated City Council consideration in May/June 2025.

The project will be performed at the San Antonio International Airport located in San Antonio, Texas.
