Background
The Dallas Area Rapid Transit (DART) is seeking sealed offers from Transit Vehicle Manufacturers (TVM) for the design and manufacture of new light rail vehicles (LRVs).
The goal of this procurement is to enhance public transportation services in the Dallas area by providing modern, efficient, and reliable light rail vehicles.

Work Details
The contract involves the design and manufacture of 53 light rail vehicles, including various components and training services.
Specific deliverables include:
- Rail Vehicles: 53 units
- Training for Operations: 1 lump sum
- Training for Maintenance: 1 lump sum
- Training aids: 1 lump sum
- Manuals: 1 lump sum
- Special Tools: 1 lump sum
- Spare Parts (budgeted total of 10% of vehicle price): 1 lump sum
- Diagnostic Test Equipment: 1 lump sum
- Performance Guarantee: 1 lump sum
- Vehicle Shipment: 1 lump sum
- Transportation Insurance (includes tariffs/customs cost): 1 lump sum
- Vehicle Decommissioning for existing units: 52 units.
Additionally, options for extra vehicles and spare parts are included in the proposal.

Period of Performance
The contract performance period will commence upon award and is expected to last until all vehicles are delivered and accepted, with specific timelines outlined in the proposal schedule.

Place of Performance
The primary place of performance will be at the facilities of the awarded contractor, with delivery to designated locations within the Dallas area.

Bidder Requirements
Bidders must comply with D/M/WBE participation requirements as specified in the solicitation.
Additionally, bidders must provide a technical proposal along with various certifications and forms as part of their submission.
