Background
The City of Portland, Texas is issuing a Request for Proposal (RFP) for NFPA 1582-Compliant Firefighter Health and Fitness Assessments Services. Work Details
The contractor will provide medical evaluations for approximately twenty-three existing employees of the City of Portland Fire Department annually. Services include:
1. Medical evaluations covering medical history, physical examinations, blood tests, urinalysis, vision tests, audiograms, spirometry, chest x-rays as indicated, ECGs, cancer screenings, and immunizations.
2. Specific tests include:
- Urinalysis
- Complete Blood Count
- Complete Metabolic Panel
- Lipid Panel with LDL/HDL Ratio
- A1C
- Thyroid Stimulating Hormone
- Prostate Specific Antigen (for male patients 40+)
- FIT Fecal Occult Screening Kit (for patients 40+)
- Post-Exposure Bloodborne Pathogen Testing
3. Comprehensive physical assessments including behavioral health assessments and consultations on cancer and cardiovascular disease risk reduction.
4. Cardiopulmonary screening and fitness assessments including cardiopulmonary exercise testing and pulmonary function testing.
5. Cancer screenings for various types including colon, prostate, lung, cervical, testicular, bladder, oral, thyroid, and skin cancer.
Period of Performance
The initial term of the contract is one year with an option to extend for up to two additional one-year periods at the discretion of the City Manager.
Place of Performance
Services will be performed at designated facilities within the City of Portland Fire Department.
Bidder Requirements
Proposers must have operated continuously for a minimum of five years in providing similar services without any outstanding lawsuits or regulatory issues in the last five years. They must provide documentation of required licenses and certifications as well as three verifiable references from governmental agencies or fire departments for similar services within this timeframe.
