Background
The City of Austin, specifically the Austin Resource Recovery (ARR) department, is seeking proposals from qualified service providers to achieve ISO 9001:2015 Quality Management System registration. ARR provides residential collection services to over 211,000 single-family homes and small commercial customers. The goal of this contract is to implement a Quality Management System and achieve ISO certification by December 2025.

Work Details
The Contractor will perform the following services:

1. Pre-Assessment: Assess ARR’s Quality Management System (QMS) documentation and identify any gaps. A report will be provided to help ARR correct potential nonconformances before the first registration audit.

2. Stage 1 Registration Audit: Evaluate ARR’s understanding of ISO requirements and readiness for certification, followed by a report detailing areas of concern.

3. Stage 2 Registration Audit: Conduct an onsite assessment to evaluate the implementation and effectiveness of the QMS against ISO standards, culminating in a recommendation for certification.

4. First Surveillance Audit: Conducted within 12 months post-registration to ensure ongoing compliance.

The scope includes divisions impacting customers such as Trash, Recycling, Composting Collections, Customer Services, Operations Support, Diversion Facilities, and Human Resources with a total of 23 processes.

Period of Performance
The contract is set to begin in September 2025 with key activities scheduled as follows:
- Application Fee & Set Up: September 2025
- Pre-Assessment: October 2025
- Stage 1 Registration Audit: November 2025
- Stage 2 Registration Audit: December 2025
- First Surveillance Audit: December 2026

Place of Performance
The audits will take place at four locations:
1. Rutherford Lane Campus (RLC)
2. Kenneth Gardner Service Center (KGSC)
3. Recycle, Reuse Drop-Off Center (RRDOC)
4. FM 812

Bidder Requirements
Bidders must meet the following qualifications:

1. Be an ANAB accredited U.S.-based Certification Body or Registrar.
2. Follow ISO 19011 auditing guidelines for QMS audits.
3. Have experience in registering companies to the ISO 9001 standard.
4. Provide locally based auditors within driving distance of audit sites.
5. Submit references and a list of prior clients certified under ISO standards.
6. Respond to email queries within one business day and schedule virtual meetings within seven days if requested.
