Description

The City of Waco, Texas, is issuing a Request for Proposals (RFP) to engage qualified vendors for the design and replacement of a chlorine scrubber system at the Mount Carmel Water Treatment Plant (WTP). Background
The City of Waco, Texas, is issuing a Request for Proposals (RFP) to engage qualified vendors for the design and replacement of a chlorine scrubber system at the Mount Carmel Water Treatment Plant (WTP). Work Details
The scope of work includes the design and installation of a new chlorine scrubber system that meets all specifications outlined in the RFP. The existing dry media chlorine scrubber system, installed in 2005, requires complete replacement due to reaching the end of its useful life. The new system must integrate seamlessly with existing operations while ensuring full regulatory compliance.

Proposals must include:
- A schematic drawing
- Specification sheet
- Pricing
- Documentation showing experience with at least five Texas projects similar in size and type within the last ten years.

The proposal should detail equipment operation, electrical requirements, integration needs, crane requirements, safety components, warranty details, project schedule, and qualifications of a Texas Licensed Professional Engineer who will design the system.

Period of Performance
The City desires to complete the project within six months from the approval of any construction or shop drawings. Vendors must submit all required submittals within thirty days of contract execution.

Bidder Requirements
Vendors must demonstrate experience with chemical containment systems and familiarity with EPA RMP requirements. They must also have experience supplying infrastructure for drinking water plants within Texas and comply with Texas Commission on Environmental Quality rules. A mandatory pre-submittal meeting will be held on August 13, 2025.
