Merchant Card Services at TSTC

Background
Texas State Technical College (TSTC) is a coeducational two-year institution of higher education focused on technical vocational education in Texas. TSTC's mission is to enhance the educational and economic development of Texas by providing occupationally oriented programs. The college operates 11 campuses across the state and aims to place more Texans in high-paying jobs.

This Request for Proposal (RFP) is issued to solicit service providers for merchant card processing services to support TSTC's Bookstore, Café, Culinary, and Student Accounting departments.

Work Details
The selected merchant card services provider will be responsible for ensuring seamless, secure, and efficient payment processing that integrates with TSTC’s existing systems. The contract is expected not to exceed $100,000. The agreement will be valid for two years with an option to extend for three additional one-year terms.

Prices are fixed for the initial two years, with any increases in the annual percentage rate during renewal periods requiring prior approval from TSTC.

Period of Performance
The contract will be performed over a period of two years, with options to extend for three additional one-year terms.

Place of Performance
Services will be performed at various TSTC campuses across Texas, specifically supporting the Bookstore, Café, Culinary, and Student Accounting departments.

Bidder Requirements
Bidders are required to submit a signed Execution of Offer. While a HUB Subcontracting Plan is not required, suppliers must make a good faith effort towards achieving State of Texas HUB goals. Proposers must comply with security requirements including SSL implementation and provide documentation regarding security controls if handling sensitive information.
