Description

Background
Bryan Independent School District (BISD) is soliciting competitive sealed proposals from providers for the provision of medical services, pharmacy benefit management, and claims administration. The goal of this contract is to ensure that BISD has access to quality medical and pharmacy services that meet the needs of its employees and their families. This solicitation is governed by the instructions, terms, conditions, and requirements/specifications set forth herein.

Work Details
The selected vendor will be responsible for providing qualified personnel, materials, supplies, and equipment necessary to deliver Medical ASO Plan Benefits and Pharmacy Benefit Manager services. Specific requirements include:

1) Medical and Pharmacy Stop Loss Insurance;
2) Claims administration for all claims incurred on or after January 1, 2026;
3) Acceptance of lifetime maximum accumulators and claim history from the current administrator;
4) Provision of administrative services on a three-year guaranteed basis;
5) Detailed reporting on claims turnaround times and adjudication accuracy rates;
6) Integration with other vendors including PBM;
7) Care management programs included in the administrative fee;
8) Transparency tools for members including cost estimators and provider search tools.

Period of Performance
The contract will have a primary term of three (3) years with an option to extend for up to two (2) additional one-year terms if agreed upon by both parties.

Place of Performance
Services will be performed primarily in Bryan, Texas.

Bidder Requirements
Vendors must comply with Texas Local Government Code Chapter 176 regarding conflicts of interest. They must also provide proof of insurance covering general liability ($2 million per occurrence), workers' compensation, automobile liability ($1 million), and professional liability ($2 million). Vendors must maintain all required licenses and certifications necessary to perform under this contract.
