Mechanical Contracting, Electrical, Plumbing Services (JOC-IDIQ)

Background
The Harris County Department of Education (HCDE) is issuing a Competitive Sealed Proposal (CSP) for Mechanical Contracting, Electrical, and Plumbing Services (CSP #26/023MR). This initiative aims to provide essential MEP services to HCDE and its members through a Job Order Contracting (JOC) approach. The contract will support maintenance, repair, alteration, renovation, remediation, or minor construction of facilities. HCDE is committed to ensuring compliance with federal, state, and local regulations while providing quality services.

Work Details
The contract encompasses two components:
1) Maintenance Component for ongoing services as per Texas Education Code (TEC) Section 44.031;
2) Job Order Contracting Component under Texas Government Code (TGC) Chapter 2269.

Vendors must respond to both components. The scope includes but is not limited to:
- Maintenance of mechanical systems
- Electrical systems
- Plumbing systems
- Minor construction tasks
- Compliance with industry standards
- Adherence to environmental regulations.

Vendors are expected to provide high-quality services that meet or exceed industry standards.

Period of Performance
The initial term of the contract is one calendar year with options for three additional one-year renewals. A transitional period of up to 90 days may be added at HCDE's discretion at the end of any term.

Place of Performance
Services will be performed at various locations as designated by HCDE and its members within Harris County and potentially beyond as authorized.

Bidder Requirements
Vendors must demonstrate financial capability through documentation such as financial statements for the past three years. A surety letter indicating bonding capacity is required. Vendors must have a Quality Assurance/Quality Control program in place and provide insurance coverage certification. Additionally, vendors should have experience working with local government agencies and submit a Non-Collusion Statement as part of their proposal.
