Background
The City of Austin's Aviation Department is seeking to procure up to four laboratories for third-party material testing services as part of the Airport Expansion and Development Program (AEDP) at Austin-Bergstrom International Airport (AUS). The goal is to ensure that construction meets design standards and quality assurance requirements through comprehensive testing services that support ongoing infrastructure expansion through 2030.
Work Details
The selected labs will provide both laboratory and field testing services, including but not limited to:
- Soil grading and compaction
- Concrete slump and strength testing
- Steel fabrication and weld inspections
- Other specified material testing services.
Deliverables will include multiple laboratory reports indicating whether materials meet the standards outlined in the project’s Construction Documents. The labs must be capable of responding to urgent requests within 24 hours. Categories of material testing may include soil particle size grading, fill material verification, concrete mix verification, asphalt concrete testing, and special inspections as required by code. Some projects may require on-site testing labs and daily technician availability for extended durations.
Period of Performance
The contract term is set for six years, with initial tasks expected to commence following contract execution in December 2025.

Services will be performed at Austin-Bergstrom International Airport (AUS) and surrounding areas within the Austin Metropolitan Statistical Area.
Bidder Requirements
Firms must have an established laboratory located in the Austin area, demonstrate at least five years of relevant experience in providing similar services, and all services must be directed by a Texas-licensed Professional Engineer. Laboratories must be accredited by the AASHTO Accreditation Program at the time of proposal submission. Technicians performing tests must hold relevant certifications from recognized bodies such as ACI or TXAPA.
