Background
The Airport Authority of the City of Gulf Shores, in cooperation with the City of Gulf Shores, is seeking Statements of Qualifications (SOQs) from qualified aviation planning consulting firms to prepare a comprehensive Airport Master Plan Update and Airport Layout Plan (ALP) for Gulf Shores International Airport at Jack Edwards Field (JKA).
The Master Plan Update is expected to be funded in part through the Federal Aviation Administration (FAA) Airport Improvement Program (AIP). JKA is a rapidly growing commercial service and general aviation airport serving the Alabama Gulf Coast region, experiencing increased demand for commercial air service, business and general aviation activity, and development pressure.
Work Details
The selected consultant will be responsible for preparing a Master Plan Update that includes:
1. Project Management and Coordination: Development of a Project Management Plan, kickoff meeting, regular coordination meetings with stakeholders including City staff and FAA, and a public engagement program.
2. Inventory of Existing Conditions: Assessment of airside and landside facilities, airspace, NAVAIDs, environmental constraints, utilities, and access systems.
3. Aviation Forecasts: Preparation of activity forecasts per FAA guidance including enplanements and operations.
4. Facility Requirements: Evaluation of airfield capacity, terminal area needs based on projections, general aviation requirements, and land acquisition needs.
5. Development of Alternatives: Creation of airfield alternatives for safety improvements, terminal area options, access concepts, and sustainability considerations.
6. Environmental Overview: High-level assessment of potential environmental impacts and NEPA pathways.
7. Recommended Development Plan and CIP: Preferred development concept with phasing plans and cost estimates for integration into the Airport’s ACIP.
8. Airport Layout Plan (ALP) Set: Full ALP set meeting FAA standards with all associated drawings.
Period of Performance
The contract period will commence upon selection and is expected to follow the procurement schedule outlined in the RFQ with key milestones including SOQs due by March 6, 2026.

The work will be performed at Gulf Shores International Airport at Jack Edwards Field (JKA), located in Gulf Shores, Alabama.

Bidders must be properly licensed to practice engineering and/or planning in Alabama prior to contract execution. The RFQ is qualifications-based; therefore cost or fee information should not be included in the SOQ.
