Master Order for Labor to Replace Floors, Painting and Replacement Panels for Buses

Background
Texas A&M University is seeking bids to establish a Master Order for labor to replace floors, perform painting, and provide replacement panels for buses on their campus located in College Station, TX. The goal of this contract is to ensure the maintenance and enhancement of the university's bus fleet, which includes Nova, Millennium, and Gillig models.

Work Details
The contractor will provide labor for the following services:

1) Replace floors in buses by removing existing linoleum and damaged plywood, then installing new flooring provided by Texas A&M. This includes removing seating to access floor areas and replacing it after repairs. This project is considered a turn-key operation.

2) Painting services for all models of 35- or 40-foot buses, including small sections and specific color matching for existing paint. The vendor will supply all necessary materials and labor.

3) Manufacturing universal panels for Nova and Millennium buses, which will replace two existing side panels with one universal panel made from molded composite fiberglass. The panel must include locking brackets for secure fitting and be painted with Gel Coat White. A prototype must be approved by Texas A&M before mass production.

Period of Performance
The contract will commence upon award and is expected to continue through multiple phases as outlined in the bid specifications, with specific timelines to be determined based on project requirements.

Bidder Requirements
Bidders must submit a HUB Subcontracting Plan (HSP) with their proposal; failure to do so will result in disqualification. Vendors must also be registered as a certified Texas HUB (Historically Underutilized Business) on the CMBL. Payment terms are Net 30 upon receipt and acceptance of goods/services. All deliveries must be F.O.B Destination to College Station, TX.
