Background
The Texas Workforce Commission (TWC) is seeking proposals for the installation and maintenance of heating, ventilation, and air conditioning (HVAC) systems at the Martin Luther King (MLK) Warehouse located in Austin, Texas. The goal of this contract is to enhance the HVAC infrastructure by installing two new rooftop air conditioning units and replacing three existing units. This includes necessary modifications to ductwork, controls, electrical systems, plumbing, and building insulation. TWC aims to ensure a comfortable working environment while maintaining operational efficiency during the project.
Work Details
The successful respondent will be responsible for:
1. Demolition and replacement of three existing rooftop units (RTUs).
2. Installation of two new RTUs.
3. Installation of new ductwork in the main warehouse space.
4. Performing all associated structural work, including electrical and plumbing modifications.
5. Installing Building Management System control devices and programming.
6. Insulating exterior warehouse walls.
7. Coordinating with the City of Austin for required electrical service upgrades on behalf of TWC in a timely manner to avoid delays.
8. Ordering long lead-time materials to prevent work stoppages.
All work must be performed in an occupied building without causing major disruptions to normal operations.
Period of Performance
The contract will commence upon the anticipated start date of March 1, 2026, following a notice of intent notification on February 1, 2026. It will last for a duration of 270 calendar days until substantial completion is achieved, plus an additional 90 days for project closeout activities.

The work will be performed at the TWC Martin Luther King (MLK) Warehouse located at 2810 E. Martin Luther King Blvd., Austin, Texas 78702.
Bidder Requirements
Respondents must comply with Texas Government Code requirements regarding HUB Subcontracting Plans (HSP), which necessitate good faith efforts to contract with Historically Underutilized Businesses (HUBs). The HSP must be submitted as part of the proposal response. Additionally, respondents must demonstrate financial soundness and provide bonding capacity as specified in the solicitation documents.
