Management & Operation Services at the William R. Courtney Texas State Veterans Home in Temple, Texas

Background
The Texas General Land Office (GLO) and the Veterans Land Board (VLB) are seeking proposals from entities to manage and operate the William R. Courtney Texas State Veterans Home located in Temple, Texas. The GLO/VLB owns ten Texas State Veterans Homes that provide skilled nursing care for eligible veterans of the United States Armed Forces. The facility in Temple has 160 resident beds, including 32 designated for Alzheimer’s and related dementia care.

The goal of this contract is to ensure quality care and compliance with applicable federal, state, and local laws.

Work Details
The selected operator will be responsible for managing and operating the Home in compliance with all applicable laws, regulations, and standards. Specific services include:
1. Management of comprehensive medical, nursing, administrative, and social programs.
2. Implementation of financial controls and risk management programs.
3. Establishment of personal spending accounts for residents.
4. Provision of medical care including nursing services 24/7, rehabilitative services, dental services, psychological services, and pharmaceuticals.
5. Development of Individualized Care Plans for each resident.
6. Coordination of transportation services for residents as needed.
7. Maintenance of infection control programs.
8. Recruitment and training of staff exceeding VA guidelines for staffing levels.

Period of Performance
The contract is expected to commence upon award and will continue for a period defined in the final agreement, subject to renewal based on performance evaluations.

Bidder Requirements
Respondents must demonstrate the ability to operate the facility in compliance with applicable federal, state, and local laws and regulations. They must also provide a HUB Subcontracting Plan if the contract value is expected to exceed $100,000.
