The Texas A&M University System is seekingproposals from qualified firms who can provide staff augmentation services for a like for like software refreshof the Maestro system (Custom Software Electronic Research AdministrationSystem) to A&M System as specified and listed in Section 3 of this RFP.Maestro is an enterprise-wide system that supports researchers and researchadministrators across the A&M System. Texas A&MUniversity Research Information System (RIS) department is managing the Maestrosystem.

Background
The Texas A&M University System is one of the largest systems of higher education in the nation, with a budget of $7.3 billion. It educates over 153,000 students and has significant research and development expenditures exceeding $1 billion. The A&M System is seeking proposals for staff augmentation services to refresh the Maestro system, which supports researchers and research administrators across its network. The goal is to modernize and enhance the functionality of the existing technology platform through a software refresh.

Work Details
The project consists of three phases: analysis, design, and implementation. It focuses on converting approximately 870 application screens to a new framework with minor improvements. The new technology stack includes Spring Boot, Angular, GIT, Jenkins, Oracle, and Jaspersoft.

The staff augmentation will include:
- Business Analysis Team: 1 Design Architect, 4 Agile Analysts
- Development Team: 8 Full Stack Developers at various skill levels
- Testing Team: 6 Testers (Various Skill Levels)
- 1 Scrum Master

Additionally, a Jaspersoft architect is needed for the Maestro Executive Portal rewrite team. The augmented staff will not have access to Maestro data for security reasons.

Period of Performance
The initial term of the agreement is expected to be effective from October 1, 2024, for two years with an option to extend for an additional year upon mutual agreement.

Place of Performance
The work will be performed remotely with resources available for meetings during Central Time business hours.
