LSC - Kingwood Performing Arts Roof Replacement

Background
The Lone Star College System (LSCS) is issuing this Competitive Sealed Proposal (CSP) for the replacement of the roof at The Administration & Performing Arts Center located on the Kingwood Campus. LSCS serves over 80,000 credit students each semester and is committed to providing high-quality education and workforce training.

The system consists of 23 locations in the greater Houston area and has a significant economic impact on the local community.

Work Details
The scope of work includes:
1. Project Management & Pre-Construction: Establish communication with stakeholders, review bid documents, obtain necessary permits, and ensure compliance with regulations.

2. Demolition & Substrate Preparation: Secure work areas, remove existing roofing materials, inspect and repair the deck, prepare substrates for new roofing.

3. New Roof System Installation: Install layers of insulation and a new 2-ply modified bitumen membrane roofing system, including all necessary flashing and trim components.

4. Rooftop Equipment Modification: Adjust existing rooftop mechanical systems as needed for new installations.

5. Project Closeout: Conduct inspections, provide warranties, and submit closeout documentation including as-built drawings.

Period of Performance
The contract will be performed from the issue date of July 14, 2025, until completion of the project, with a bid opening scheduled for July 28, 2025.

Place of Performance
The work will be performed at The Administration & Performing Arts Center located at Kingwood Campus, Texas.

Bidder Requirements
Bidders must comply with Texas Education Code §22.0834 regarding criminal history background checks for employees who will have direct contact with students. Additionally, bidders must provide proof of insurance coverage including General Liability and Workers' Compensation. A performance bond is required for bids exceeding $100,000.
