Lit or Dark Fiber WAN Connectivity - Elementary 49

Background
The Katy Independent School District (Katy ISD) is seeking proposals for Lit or Dark Fiber for Wide Area Network Connectivity specifically for Elementary 49. This initiative aims to enhance the network connectivity of the school district, ensuring that it meets both immediate and long-term bandwidth requirements. The contract will be executed under the Texas Education Code § 44.031 (a)(3), which allows for procurement through a Request for Proposals (RFP) process.

Work Details
The selected vendor will provide either a lit fiber solution with Layer 1 functionality or a dark fiber solution consisting of two strands of single-mode fiber from each identified site to the service locations, which include the District Data Center at 6301 S. Stadium Lane and an associated Hub Site.

The lit fiber service should facilitate point-to-multipoint connectivity, while the dark fiber lease should ensure a non-collapsed ring topology with specific termination points at designated locations. The proposal must also include options for additional fiber pairs and detailed technical specifications including SLA, monitoring services, and estimated latency.

Vendors are required to provide documentation demonstrating compliance with E-Rate eligibility and must have a Service Provider Identification Number (SPIN).

Period of Performance
The initial term of this contract will span five years, commencing on July 1, 2026, and concluding on June 30, 2029. There is an option to renew for up to two additional one-year terms upon mutual agreement.

Place of Performance
The services will be performed primarily at Katy ISD Elementary 49 located at 6435 Pitts Rd., Katy, TX 77493, as well as other specified locations including the District Data Center and associated Hub Sites within Katy ISD.

Bidder Requirements
Vendors must be eligible service providers under the Schools and Libraries Program and possess a valid SPIN. They should demonstrate experience in delivering similar services with references from comparable installations.

Additionally, vendors must comply with all insurance requirements and provide necessary certifications as outlined in the RFP.
