Liquid Aluminum Sulfate W/Copper Sulfate Blend

Background
The Trinity River Authority (AUTHORITY), representing its Livingston Regional Water Supply System (LRWSS), is seeking bids for the annual supply of liquid aluminum sulfate/copper sulfate blend. This product serves as a coagulant for settling and clarification in the water treatment process, essential for maintaining water quality.

Work Details
The contract involves supplying an estimated quantity of 850,000 lbs of liquid aluminum sulfate with copper sulfate blend. The product must have a solution concentration of 8.25% Al and 1% CuSO. The unit price must include all charges, including shipping, and be quoted F.O.B. Livingston Plant.

Successful bidders are required to provide a certified analysis with each shipment indicating the exact amount of copper sulfate content per truckload. The product must conform to ANSI/NSF Standard 60 and AWWA Standards B403-09 for aluminum sulfate and B602-8 for copper sulfate. Delivery will be in approximately 4,500-gallon lots, between 7:00 a.m. and 3:00 p.m., Monday through Friday, to a specified storage tank.

Period of Performance
The term of the bid will commence on December 01, 2025, and end on November 30, 2026, with two one-year renewal options available thereafter.

Place of Performance
Deliveries will be made to the Trinity River Authority facility located at 4253 FM 350 South, Livingston, Texas.

Bidder Requirements
Bidders must submit signed versions of three required forms: Texas Resident Bidder Certification, TGC 2270 (regarding boycotting Israel), and Conflict of Interest Questionnaire. Failure to submit these forms will result in the bid being considered non-responsive.

Additionally, bidders must provide proof of certification for ANSI/NSF Standard compliance.
