Background
The Local Government Purchasing Cooperative, operating as BuyBoard, is a statewide purchasing cooperative for various governmental entities in Texas, including school districts, junior colleges, cities, and counties. The Texas Association of School Boards (TASB) serves as the administrator for the Cooperative.

This Proposal Invitation aims to establish a contract for Library Books, Used Textbooks, and Other Books that may be procured by Cooperative members. The intent is to provide members with access to a range of educational materials at discounted prices.

Work Details
The contract will cover various types of Library Books, Used Textbooks, and Other Books. Vendors are required to submit proposals that include discounts off catalog or price lists for these supplies.

The awarded products and services may be available to over 1,000 Texas public school districts and junior colleges, over 900 municipalities, 400 counties, and other political subdivisions. Vendors must ensure that their proposals comply with all specifications outlined in the Proposal Invitation.

Period of Performance
The contract term will commence on June 1, 2026, and conclude on May 31, 2027. There are provisions for two possible one-year renewals based on performance and the generation of a minimum of $15,000 in sales during each annual contract term.

Place of Performance
The services will be performed within the state of Texas for members of the Local Government Purchasing Cooperative.

Bidder Requirements
Vendors must comply with specific certifications including Historically Underutilized Business (HUB) certification if applicable. They must also provide proof of compliance with federal regulations if federal grant funds are used for purchases.

Additionally, vendors must not be debarred or suspended from participation in federal assistance programs and must certify that they do not boycott Israel or discriminate against firearm entities.
