Leadership Development and School Improvement Consulting Services

Background
The Dallas Independent School District (DISD) is seeking proposals for leadership development and school improvement consulting services. The goal is to strengthen instructional leadership, build leadership capacity, and improve campus performance outcomes across the district. This RFP aligns with federal regulations for procuring services funded by federal dollars and may also be utilized for local, state, and grant-funded programs.

Work Details
The selected vendor will provide a range of services including:

- Leadership Development: Executive coaching for principals and district leaders, training aligned to instructional leadership, support for campus leadership teams, and development of practices promoting accountability and equity.

- School Improvement Support: Conducting needs assessments using student performance data, assisting with school improvement planning, providing guidance on instructional frameworks, and aligning campus practices with district priorities.

- Coaching and Professional Learning: Offering on-site or virtual coaching sessions, customized professional learning experiences, and facilitating workshops or retreats.

Requirements include a clear explanation of how services will be customized based on district needs, use of data-driven assessments to inform service design, evidence of measurable improvements from past services delivered, and qualifications of staff delivering these services.

Period of Performance
The contract will be for a term of three (3) years with the possibility of two (2) one-year extensions based on mutual consent not to exceed five (5) years total.

Place of Performance
Services will be performed within the geographic boundaries of the Dallas Independent School District.

Bidder Requirements
Vendors must comply with Small Business Enterprise (SBE) compliance guidelines. The district aims for 30% participation from small business enterprises in all contracts. Vendors must submit documentation regarding their SBE status or efforts to engage certified SBEs. Additionally, vendors are encouraged to demonstrate their commitment to the district's M/WBE program through various initiatives.
