Description

Background
The Harris County Department of Education (HCDE) is issuing Request for Proposal (RFP) #26/019SG for Language Access Products and Services. HCDE aims to provide equitable access to its programs without discrimination based on race, color, national origin, gender, limited English proficiency, or disability.

The contract will serve HCDE and its cooperative purchasing division, Choice Partners (CP), which includes various governmental entities and educational institutions across the United States.

Work Details
The contract encompasses the provision of language access products and services that meet or exceed industry standards as defined in the RFP. Vendors are expected to deliver high-quality services that may include translation, interpretation, and related support services tailored to the needs of HCDE and CP members.

Period of Performance
The initial term of the contract is one calendar year with the possibility of up to four additional one-year renewals. Either party may opt not to renew by providing written notice at least 30 days before the expiration of the current term.

Additionally, a 90-day transitional period may be added at HCDE's discretion at the end of any term.

Place of Performance
The services will primarily be performed in Houston, Texas, where HCDE is located; however, they may also be provided virtually or at various locations as required by CP members across the United States.

Bidder Requirements
Vendors must demonstrate financial capability and experience in providing language access services. They are required to submit various documents including previous client references, financial statements stamped 'CONFIDENTIAL', insurance coverage certification, and any applicable certifications such as HUB or SWBE.

Vendors are encouraged to include minority-owned business participation plans if applicable.
