Background
The City of Dallas, through its Water Utilities Department, is seeking to update the Lake Ray Hubbard Master Plan. This major reservoir, located approximately 15 miles east of Dallas, serves as a critical water supply for municipal and industrial use and supports recreational activities.
The update aims to create a comprehensive roadmap for managing the reservoir's infrastructure, including the dam and spillway, while addressing water supply, watershed management, shoreline maintenance, and erosion protection. Work Details
The contractor will be responsible for developing a forward-looking roadmap that includes:
1. Project Management & Administration: Provide accounting, project work plans, progress tracking, and monthly updates to DWU.
2. Meetings: Participate in monthly meetings with DWU and prepare agendas and minutes.
3. Legal & Regulatory Compliance: Identify and incorporate legal parameters from relevant agencies.
4. Historical Document Review: Analyze previous studies such as the Springer Plan and the 1995 Master Plan to inform current recommendations.
5. Comprehensive Master Plan Development: Synthesize findings from various studies to create an updated Master Plan that includes financial strategies for implementation.
6. Audit of Interlocal Agreements (ILAs): Evaluate current agreements for compliance and identify revenue-generating opportunities.
7. Shoreline Assessment: Conduct assessments on shoreline erosion impacts and retaining wall conditions.
8. Sedimentation Study Coordination: Work with TWDB on sedimentation surveys to assess impacts on water supply.
9. Evaluation of Spillways & Outflow Gates: Review operational adequacy and recommend updates to existing protocols.
10. Development of Best Management Practices (BMPs): Create BMPs tailored to Lake Ray Hubbard’s ecosystem focusing on erosion control and habitat restoration.
Period of Performance
The contract is expected to be completed within two years following the notice to proceed.
