King Mountain to Grand Falls Transmission Line Construction

Background
The City of Garland is issuing a solicitation for the construction of the King Mountain to Grand Falls Transmission Line. This project is part of their ongoing efforts to enhance the electrical infrastructure and ensure reliable power delivery in the region.

The targeted budget for this project, including allowances, is $4,750,000. The construction Notice to Proceed is anticipated to be issued in January 2026 with a duration of 90 calendar days.

Work Details
The contractor will be responsible for all supervision, labor, tools, equipment, materials, and quality control necessary to perform excavation and backfilling of foundations for direct embedded poles for the GP&L King Mountain to Grandfalls 345kV Line Rebuild project.

Specific tasks include:
- Excavation and installation of drilled shafts as per ACI 336.1 standards.
- Verification of underground utilities prior to work commencement.
- Retaining a Geotechnical Representative for oversight during installation.
- Concrete backfill with a minimum compressive strength of 3,000 psi and specific slump requirements based on construction methods.
- Compliance with safety standards and regulations throughout the project.

Period of Performance
The contract performance period is expected to start in January 2026 and last for approximately 90 calendar days.

Place of Performance
The work will take place in Garland, Texas along the route from King Mountain to Grand Falls.

Bidder Requirements
Bidders must provide a Bid Bond in the amount of 5% of the maximum bid price. A Performance Bond and Payment Bond will also be required upon award, along with a Maintenance Bond valid for two years post-completion.

Contractors must have at least five years of experience in similar projects and provide references from previous works.
