ITB - Rehabilitation of the Grayson/Baldree Community Center for Harris County Precinct 2

Background
The Harris County Engineering Department is issuing this Invitation to Bid (ITB) for the rehabilitation of the Grayson/Baldree Community Center located at 13828 Corpus Christi St., Houston, Texas. The project aims to remodel the existing community center and add a new facility for the Harris County Sheriff's Office (HCSO). This initiative is part of Harris County Precinct 2's efforts to enhance community infrastructure and services.

Work Details
The scope of work includes:

1. Building A: Grayson Community Center - Full remodel of 5,902 sq. ft. including new exterior envelope, metal wall panel system, new roofing, interior finish upgrades, and MEP improvements.

2. Building B: Breakroom Building - Renovations of 1,070.46 sq. ft., including envelope improvements and finish upgrades.

3. Building C: HCSO New Building - Construction of a new single-story facility (776 sq. ft.) for HCSO support functions.

4. Building D: Baldree Building - Remodel of 11,502 sq. ft., including a new metal panel façade and roof replacement with accessibility improvements.

5. Exterior improvements include replacement of building envelope systems, installation of new roofing systems per current code, and site enhancements such as a covered shuttle bus carport, reconfiguration of parking areas, ADA accessibility upgrades, and landscaping enhancements.

Period of Performance
The contract work is expected to be completed by March 27, 2026.

The work will be performed at the Grayson/Baldree Community Center located at 13828 Corpus Christi St., Houston, TX 77015-3912.

Bidder Requirements
Bidders must ensure that a minimum of 25% of the work is performed by themselves as per House Bill 1059. Contractors are required to provide a list of all suppliers and subcontractors prior to commencing work and must utilize an internet-based Construction Program Management Software called e-Builder provided by Harris County.
