The university aims to enhance its investment management capabilities through this Request for Proposals (RFP) for Investment Management services, seeking qualified firms to assist in managing its investment portfolio effectively.
Work Details
The selected contractor will provide the following services:
1. Review and recommend changes to investment policies and procedures.
2. Conduct portfolio analysis and suggest asset allocation adjustments.
3. Deliver monthly flash reports and quarterly performance reports, including detailed performance data, return attribution analysis, and peer comparisons.
4. Manage the selection, retention, and dismissal of investment managers with due diligence reporting.
5. Perform market research to ensure optimal investment performance, including monitoring and rebalancing.
6. Provide training for new Board members on Asset Management and quarterly reporting to the Finance Committee and Board of Regents as requested.
7. Supply monthly summaries of developments in domestic and global equity and debt markets.
Period of Performance
The contract will be effective for two years from the date of execution, with two optional one-year extensions available upon mutual agreement.
Place of Performance
The services will be performed at Texas Southern University located at 3100 Cleburne Street, Houston, Texas 77004-4598.
Bidder Requirements
Respondents must be registered investment advisors under the Investment Company Act of 1940 and have a minimum of ten years in business or equivalent experience among senior principals.
They must act as fiduciaries for TSU without delegating these responsibilities, disclose any conflicts of interest, maintain proper insurance coverage including Workers Compensation and General Liability Insurance, and comply with all applicable laws regarding former state employees.
