Background
The North Texas Municipal Water District (NTMWD) is seeking proposals for investment consultant services for its Employee Retirement Plan and Other Post Employment Benefits Trust. The District provides a defined benefit pension plan for eligible full-time employees and has established a Retirement Plan Committee to oversee the administration of the Plan. The RPC has fiduciary responsibility for the investment of trust assets for the exclusive benefit of participants. Additionally, the District has an Other Post Employment Benefits Trust for retiree healthcare.

Work Details
The selected consultant will provide discretionary investment consulting services, including:

1) Assisting with the development, implementation, and periodic review of the Investment Policy Statement;
2) Conducting asset allocation studies and providing recommendations;
3) Leading due diligence and selection of investment managers;
4) Developing performance standards and monitoring investment managers;
5) Providing monthly asset statements and quarterly performance evaluation reports;
6) Ensuring fund diversification;
7) Executing approved investment decisions and managing portfolio-level risks;
8) Attending RPC meetings quarterly and providing materials in advance;
9) Offering advice and guidance to NTMWD staff and RPC members;
10) Maintaining registration as an investment advisor under the Advisers Act;
11) Safeguarding all Plan data and complying with confidentiality policies.

Period of Performance
The initial term of this agreement shall commence on the date of the last signatory and shall be for a period of five (5) years, with automatic renewals for five (5) additional one-year periods unless terminated by NTMWD with written notice at least sixty (60) days prior to expiration.

Place of Performance
Services will be performed at NTMWD's administrative offices located at 501 E. Brown Street, Wylie, Texas, or virtually as required.

Bidder Requirements
Proposers must have at least five (5) years of experience providing investment advisory services to public employee retirement systems. They must maintain registration as an investment advisor under the Investment Advisers Act of 1940 and agree to act as a fiduciary to both Plans. Additionally, proposers must provide evidence of insurance coverage as specified in the solicitation.
