Insurance Form Review Software

Background
The Texas Department of Insurance (TDI) is responsible for regulating the state's insurance industry, overseeing the administration of the Texas workers' compensation system, and providing administrative support to various agencies. TDI aims to be a leader in responsible regulation and consumer protection.

The agency is seeking a new machine learning or artificial intelligence insurance forms review software to enhance its review process for insurance form filings. This software will assist TDI in evaluating intake information and ensuring compliance with Texas law by analyzing language and content in submitted forms.

Work Details
The contractor will provide an Insurance Forms Review Software that integrates with the Systems for Electronic Rates & Forms Filing (SERFF) database. Key functionalities include:
- Validating form filing intake information
- Performing comprehensive searches of the form database
- Allowing ad hoc searches for similar language
- Comparing filed form language to approved forms
- Providing analytical tools to evaluate form language.

The software must maintain a database of previously approved forms, automatically update with new filings, and generate reports on staff utilization and system performance. Additionally, it must support machine learning capabilities to identify noncompliant language and provide training materials for TDI staff.

Period of Performance
The contract term will commence upon the last signature and continue through August 31, 2026, with options for three one-year extensions or one three-year extension.

Place of Performance
The services will be performed at the Texas Department of Insurance located in Austin, TX.
